I would place it in any class that could include standard division 7 cultivars.
Why? Because the miniature committee has rejected it as suitable for inclusion on the approved miniature list.

I agree with you on where I show Kokopelli.
I really don’t want to stir the Kokopelli pot again. But, in my opinion your reason seems faulty. The ADS Miniatures Committee deciding (not "rejecting" since I opposed Kokopelli ever being considered) that it is not suitable for inclusion on the Approved List of Miniatures implies that Kokopelli is not a miniature in some (most?) areas – not that is not a miniature in every area. So the decision whether to enter it in miniatures classes is a local one. If it typically grows small in the local area, then it should be entered there in classes for miniatures.
