Does anyone know whether, once the daffodil foliage is completely brown and dry, Round Up can still be absorbed by the plant? What I’m getting at is, do I have to find all the dried foliage amongst the weeds before I spray with Round Up?

You are safe, the dry leaves cannot translocate it to the bulb

PLEASE BE SURE THAT THE FOLIAGE HAS NOT LEFT A HOLE THAT LEADS DIRECTLY TO THE BULB. IF SO, FILL THE HOLE WITH SAND, ETC. BEFORE SPRAYING.
