Being in Western Washington I’ve never had to water daffodils that were not in pots. It typically rains Jan, Feb, March, April, May, and June enough that I’ve never worried about watering daffodils in the ground. This year has been really dry April and May rain was far and few between. Now in early June foliage is starting to yellow. This typically starts in July. Do bulbs at this phase need to be watered? They may have another 4 weeks before they are done.
Trials reported by the RHS many years ago stated that bulbs need water for six weeks after flowering then let them die down naturally. I find that watering after the six weeks in hot, dry conditions leaves the bulbs vulnerable to basal rot. I would not water if the foliage has started to die off.
I agree with David. Works on the East coast of the USA.

I am in a very similar climate to yours Bill, and I would definitely not water this time of year.
