Arapawa , my Maori place names book tells me, should correctly be Arapaoa with two possible translations.
The most probable is Ara [ meaning Pathway ] and paoa [Usually smoke or possibly mist .]
This is taken as looking at the South Island from the distant North Island , usually through a misty , smokey sea haze.
