Off topic; need help identifying radio active material

Well I will probably end up with guys in black suits knocking on my door on Monday…..
I get all sorts of weird requests for help. These photos are of a piece of some sort of radio active device. This was in the middle of bailed up sheet metal. Scrap iron dealers with “public scales” after 9-11 were “encouraged” to install machines that will scan an entire truck load of scrap iron to pinpoint any radio active materials. This piece was in an 18 wheeler load of just over 40,000 pounds of bailed up “tin or sheet metal”. It was “hot” enough that it triggered the warning system and they were able to pinpoint the location of that bale of steel that this piece was located in THROUGH all of the bales of steel and through the steel sides of that trailer.
It would appear that the radio active part of this is the “white powder” inside that tiny glass BB. If you rotate this piece the dust or powder rolls around in this glass bubble part.
There is a possibility it is something off of old medical equipment sold from a hospital for scrap iron. It could be something that fell out of old military equipment when it was crushed. The back end of this piece is hollowed out like it slipped over another smaller rod. The hole in the back behind the glass is about 1/4″ deep by about 1/8″ in diameter, it is NOT threaded.
I had a lead container that was used to store nuclear medicine type material and when you drop this piece down into the lead container enough radiation still pops through the sides to be in excess of what is legal to sell to steel mills.
Anyway with all of the folks on this list with connections I figure someone is bound to know someone to send this on to so that we can possibly ID the device it came from. This has already cost nearly $1,000.00 without the $700.00 disposal fee. I can send larger photo sizes if you find someone who might be able to identify this.
This makes me wonder if the government has these radiation scanners at all of those “truck and bus” weigh stations along the inter state highways here in the good old USA…. And IF they DON’T have these scanners set up then WHY don’t they?:-)) If I “disappear” from the list in a few days or weeks you all will know to be careful of what you send in e-mails!!   2. Perhaps the glass BB is meant to be delivered subcutaneously through an old KGB device such as a specialized umbrella.  One jab in the rump of a dissident injects that little radioactive BB, and pretty soon, no more critical language eminates from that individual.
